Nzukora Nnewi: Petition on the Need to Maintain Separation Between the Office of the President General of Nzukora Nnewi and Political Appointments in the Local Government
To:
The Executive Chairman,
Nnewi North Local Government Area,
Anambra State.
Through:
The Honourable Commissioner for Local Government and Chieftaincy Affairs,
Anambra State.
Subject: Conflict of Interest and the Imperative for Institutional Separation Between Nzukora Nnewi and the Local Government Administration
We, the undersigned concerned citizens of Nnewi, write to express our deep concern regarding the current overlap between the leadership of Nzukora Nnewi—the apex town union of our community—and the political administration of the Nnewi North Local Government Area.
It has come to public notice that the sitting President General of Nzukora Nnewi is presently serving as the Chief of Staff to the Executive Chairman of the Nnewi North Local Government Area. While we acknowledge the constitutional right of every citizen to seek and accept political appointment, this dual role presents a clear and undeniable conflict of interest that undermines the independence, impartiality, and credibility of Nzukora Nnewi.
Our Grounds for Objection Are as Follows:
1. Loss of Independence:
The President General’s primary duty is to act as the voice of the community and represent its collective interests before all tiers of government. Serving simultaneously within the Chairman’s political cabinet compromises this independence and transforms the apex town union into an extension of the local government’s political machinery.
According to the Nzuko Ora Nnewi Constitution, the apex town union is mandated to remain a development-oriented and non-partisan institution, free from direct political control.
2. Erosion of Public Trust:
The people of Nnewi expect Nzukora to act as an impartial arbiter, capable of critiquing government policies and actions where necessary. A President General holding a political appointment cannot objectively discharge this duty without real or perceived bias.
3. Conflict with Good Governance Principles:
Modern governance demands a clear separation between community representation bodies and political offices to avoid the consolidation of power in a manner detrimental to democratic accountability. This arrangement breaches those principles and opens the door to abuse of office.
4. Risk of Politicising Nzukora:
The apex town union must remain a unifying, non-partisan institution. Political appointments of its leader risk dividing the community along partisan lines and shifting the union’s priorities away from collective development to political loyalty.
Our Prayers
We therefore respectfully request that:
- The Executive Chairman of Nnewi North Local Government Area immediately review and discontinue the appointment of the President General of Nzukora Nnewi as Chief of Staff, in the interest of transparency and good governance.
- Clear administrative guidelines be established to prevent future instances where the President General or principal officers of Nzukora hold political appointments within the local government while in office.
- The Anambra State Ministry of Local Government and Chieftaincy Affairs issue a policy directive reinforcing the independence of town unions across the State.
Conclusion
The health of our democracy at the grassroots depends on the existence of independent civic bodies that can hold government accountable without fear or favour. We therefore urge immediate action to preserve the integrity of both Nzukora Nnewi and the Nnewi North Local Government Administration by maintaining clear institutional separation.
Respectfully submitted,
Obiora Aghazu
